Our area uses a mix of bins, bags, and recycling boxes. Rubbish is taken weekly, and recycling fortnightly, on Wednesdays.
Wheeled Bins: Three sizes of wheeled bin are available: 140 litre bins where storage is reduced; the standard 240 litre; and the large 1100 litre which are provided for communal use. Black bins are for general domestic waste. Brown bins are for recyclable materials. Green bins, for garden waste, are available on request for most locations at a charge.
Sack Collection/Recycling Boxes: Where bins cannot be accommodated purple sacks are provided for the disposal of refuse, and 55 litre black boxes for recycling. 3 purple sacks are provided for each week, however more than 3 or less than 3 sacks can be placed out for collection on any given week. Only purple sacks will be taken. If preferred recycling can be placed in clear recycling bags, but these are not provided. Recycling placed in any other type of bag, including black bags, will NOT be taken. To minimise the risk of injury to others any glass should be placed in the 55 litre recycling boxes where possible. All containers should be washed out.
Side Waste: No waste placed at the side of black or green bins will be taken. An unlimited amount of recucling side waste will be taken, provided it is presented in appropriate bags, and in a way that can be handled easily. Any glass outside of the bin or recycling box will be assessed for safety before a decision on collection is made.
Contamination: Unless the contents of your bin/box/bags are in accordance with the materials list that can be recycled, it will not be taken until the materials have been separated. This is to prevent the whole lorry load of recycling being rejected at the processing factory, which can mean the loss of several tonnes of recycling materials, and additional costs. Collection will be on your next scheduled date if it has been missed because of contamination.
Overloaded Bins: Bin lids should be able to close when presented for collection, or may be rejected. Partly open lids can get caught in the vehicle's machinery, snapped, broken off, and fly out of the machinery causing a hazard. Please do not put more in your bin than will comfortably fit. It is acceptable to firm waste down a little, but don't compress it too much, as it may then not come out of the bin when tipped. If it cannot be emptied it will be returned. It will be the resident's responsibility to loosen the contents so that it can be emptied on the next scheduled collection day.
Collection Day: Our usual collection day is Wednesday. If the planned collection cannot be made, an alternative date will be posted on the council website. Bins/bags should be placed on the street, minimising the risk of obstruction, on Tuesday night, or Wednesday morning before 7am. An Assisted Collection Service is available on request for those unable to move their own waste. Residents must ensure bins are taken off the street following collection. This must be done either on the day of collection or the following day.
Enforcement: Formal enforcement is only used where repeat problems occur, and has a staged process:
Stage 1: LCC will try to educate service users through the use of a tag or alternative information attached to the bin, supported by a letter or visit.
Stage 2: An Advice Notice is then issued, followed by a personal visit.
Stage 3: A Warning Notice is issued. Legal enforcement action will then be taken if the situation is not immediately resolved.
Residents can request to swap to smaller bins or purple sacks, or from a sack collection to a bin collection if preferred.
