HUHRA Formal Complaint
Yarborough Road Vermin Reports
Between May and October 2025, a number of residents contacted HUHRA about ongoing concerns relating to rat activity on Yarborough Road.
After supporting residents in reporting the issue, and reviewing how the matter was handled, HUHRA submitted a Level 1 formal complaint to the City of Lincoln Council’s Public Protection & Anti-Social Behaviour (PPASB) department in October 2025. When the initial response did not fully address the concerns raised, particularly around communication issues, we escalated our complaint to Level 2.
Why We Are Sharing This?
The Council’s Complaints procedure ends at Level 2. If we are still not satisfied we can contact the Local Government & Social Care Ombudsman.
We’re sharing copies of our complaint and the Council’s responses so everyone can see what’s happened and feel fully informed before our upcoming General Meeting when The Committee’s recommendation will be presented.
All documents have been carefully redacted to protect residents’ privacy and personal information. They reflect the facts and circumstances as they were understood at the time.

The Committee’s Recommendation
After reviewing the Level 2 response, the Committee carefully considered whether the matter should be referred to the Local Government & Social Care Ombudsman.
While some questions remain around operational clarity and future processes, the Committee considers that further escalation is unlikely to lead to a significantly different outcome.
The Committee therefore agreed NOT to escalate the complaint.
In reaching this view, we noted that the Council:
Acknowledged communication shortcomings
Issued an apology
Expressed willingness to meet and engage further

Residents attending the upcoming General Meeting on 2nd March, 7pm at The Joiners Arms will have the opportunity to:
Hear the reasoning behind the committee’s recommendation
Ask questions
Vote to accept, amend, or reject the proposed course of action
This ensures that the final decision reflects both careful committee review and the democratic voice of our community.
